The IRS has issued final regulations, TD 9647, that provide user fees charged for processing installment agreements and offers in compromise (OIC). These final regulations increase the fees to recover more of the costs associated with such agreements, yet are still less than the full cost.
The fee for entering into an installment agreement is now $120 (up from $105) and $50 (up from $45) for reinstating or restructuring an agreement. The fees for a direct debit agreement and for low-income taxpayers remain unchanged at $52 and $43 respectively. The proposed fee for an OIC will increase to $186 (up from $150). As in the past, low-income taxpayers and taxpayers making an offer based solely on doubt as to liability will not be charged.
